The Minister of Higher Education, Science, and Innovation (MHESI), Dr Blade Nzimande, recently launched the ground-breaking QCTO-approved Civic Education and Health Skills Programme at NQF level 5. The skills programme was developed in South Africa by Higher Health, an agency of the Department of Higher Education and Training (DHET), in collaboration with the QCTO and the Health and Welfare (HW) SETA.

- The QCTO New Venture Creation skills programme’s number has changed from SP-210010 to SP-210401.
- Expired QCTO Occupational Certificates are awaiting re-registration (Project Manager, Computer Technician & Contact Centre Manager are such examples).
- Note that Foundational Learning Competence has also expired and will not be re-registered – foundational learning will be incorporated into the design of QCTO qualifications going forward.

SUBMISSION OF ORGANISING FRAMEWORK OF OCCUPATIONS (OFO) INPUTS TO UPDATE OFO VERSION 2023
The Department of Higher Education and Training is in the process of updating OFO version 2021 in order to release OFO version 2023. Setas are requested to submit OFO inputs to the Department, to Mfoloe.p@dhet.gov.za and Melodi.A@dhet.gov.za before 29 September 2023, using the OFO template.

SERVICES SETA OCCUPATIONAL QUALIFICATIONS LIST
Services SETA is progressively developing, and re-aligning historically registered qualifications into occupational qualifications. SAQA has registered 31 occupational qualifications for this sector as of 31 January 2023. The list will be updated as new occupational qualifications are registered.

INSETA STAKEHOLDER EXCELLENCE MODEL INTRODUCTION SURVEY
Inseta is conducting a survey that aims to shape the future of the Seta and help to build a framework that encompasses all stakeholders’ needs. The survey has two parts: evaluating our core programs (administration, skills planning, learning programmes, and quality assurance) and assessing the four pillars of our excellence model (mandate, people, systems, and impact). Skills development providers are reminded that the last date of enrolment is 30 June 2024 and the last date of achievement for the qualification(s) is 30 June 2027. Read the notice about accreditation validity here.
INSETA MIS SYSTEM DEVELOPMENT AND IMPLEMENTATION
The Seta is implementing a recovery and stabilisation plan to centralise the management of incidents or issues reported by internal and external stakeholders, following the established Support Model. The support system includes three support channels:
